ADDENDUM NO. 1

  • CC #25-06 – CCRFP FOR DEPUTY EXECUTIVE DIRECTOR

Notice is hereby given that the Municipal Excess Liability Residual Claims Fund (“RCF”) has issued Addendum No. 1 to the Competitive Contracting Requests for Proposals (CCRFP #25-05 and CCRFP #25-06) for Executive Director and Deputy Executive Director services.

Addendum No. 1 changes only the date for receipt of proposals to Tuesday, December 16, 2025 at 11:00 A.M. No other modifications have been made to either CCRFP.

Notice to Bidders

Notice is hereby given by the New Jersey Municipal Excess Liability Residual Claims Fund that two (2) Competitive Contracts in accordance with N.J.S.A. 40A:11-4.1 will be received by the Fund on Thursday, December 11, 2025, 11:00 a.m. EST through an electronic platform, in accordance with N.J.A.C. 5:34-1 et. seq., on BidNet at www.bidnetdirect.com//njmel-rcf. At that time and place, the sealed proposals will be received for the following:

  • CC #25-05 Executive Director
  • CC #25-06 Deputy Executive Director

Bidders must comply with the requirements of N.J.S.A. 10:5-31 et seq. (Affirmative Action Law), N.J.A.C. 17:27 et seq., and submit the required Affirmative Action documents (AA-302 or a current Certificate of Employee Information Report).

The Fund will award these contracts through the Competitive Contracting Process in accordance with N.J.S.A. 40A:11-4.1 et seq. and N.J.A.C. 5:34-4.1 et seq.

Note: It is the bidder’s responsibility to ensure that the bid package is uploaded electronically by the bid opening date and time. No physical or email submissions will be accepted. Report of Competitive Contract: In accordance with N.J.S.A. 40A:11-4.4(d), the summary report
will be posted on the Fund’s website at http://www.njmel.org at least 48 hours before the commissioners take action on the award.

This procurement has been advertised on a “Fair and Open Basis” in compliance with N.J.S.A. 19:44A-20.7 (Pay-to-Play), and no further action is required under this legislation.

All in-person meetings are scheduled for 11:30 a.m. at the locations listed below. NOTE: The previosly adopted meeting locations for the months of March, September, and October have been changed.

Revised in-person meeting location schedule (*location change):

The RCF Claims Committee will meet at 9:30 a.m. on January 3, March 18, May 7, June 4, July 16, September 4, October 8, and December 3, 2025 via audio/video teleconference. The committee is also scheduled to meet January 7, 2026 via teleconference.
